CEBU CITY (April 13, 2024) – The Metropolitan Cebu Water District (MCWD) is set to reshuffle some of its division managers.

Lawyer John DX Lapid, acting MCWD general manager, said the reshuffling is part of his marching orders from the interim board that the Local Water Utilities Administration appointed after it assumed control of the water district on Friday, April 12.

Lapid, however, cannot specify when the division managers will be reshuffled.

“I need to meet with the general manager’s office staff and I don’t know. We will study it first,” he told Cebu City News.

Lapid said the interim board wants the division heads reshuffled as part of its investigation of MCWD’s alleged financial mismanagement and non-compliance with procurement regulations.

‘Cooperate with LWUA probe’

The interim board also ordered Lapid to issue a written order to MCWD’s employees to submit documents and assist in the investigation.

He said he will draft the order and circulate it to MCWD’s different divisions soon.

Asked if he could sign as OIC GM contracts in behalf of MCWD, Lapid said it will be up to the interim board. He will only do if granted the authority, he pointed out.

On Friday, four of the five members of MCWD’s interim board held its first meeting at the MCWD headquarters for the first time since last month.

The two-hour meeting led to two resolutions, one that placed MCWD general manager Edgar Donoso under preventive suspension for 90 days and appointed Lapid as acting GM.

It also requested the local police to secure the MCWD headquarters and bar the entry of Donoso, suspended Board of Directors chairman Jose Daluz III, and board members Jodelyn May Seno and Miguelito Pato.
