CEBU CITY (Feb. 3, 2023) — The Cebu City Government’s Human Resources Development Office (HRDO) is giving City Hall employees an orientation training about Singapore, starting March this year.

This was contained in a communication sent by HRDO Chief Remedios V. Mondigo last Wednesday to Vice Mayor Raymond Alvin N. Garcia in response to the City Council’s August 2022 resolution that City Councilor Francis Esparis authored.

The City Council measure requested HRDO to conduct trainings and seminars to the employees of the city on the culture and history of Singapore.   

It also stated that HRDO should include in the orientation training how Singapore, which started as a backward port city, progressed into a first world country it is now.

“The grand vision of Cebu City Mayor Michael L. Rama to make Cebu City Singapore-like is worthy of everyone’s support…the same vision, in order to turn it into reality, must become a shared vision, which means that majority, if not all, believe in it,” read Councilor Esparis’ resolution.

“It is important that the City Hall employees will be able to articulate or understand the vision of the mayor, and the general public will hopefully follow,” it added.

In her Feb. 1 letter, Mondigo said a memorandum for “batch 1” of the employees has already been disseminated so they could already start early with the orientation.

“We are outsourcing the speaker whose expertise is to give a demonstration on the progress as well as the culture and history of Singapore,” she said.

Esparis said that it is within reason for City Hall employees to undergo such an orientation training so they “obtain (the) necessary knowledge, get essential ideas and information, or better understanding about Singapore”, as they are the ones who would help articulate the vision to the public. #
